The SCSEP is administered by State Units on Aging in the 50 states, the District of Columbia, Puerto Rico and territories and by 18 National Sponsors.
National Indian Council on Aging, Inc. (NICOA) is one of the 18 National Sponsors. NICOA has operated SCSEP since 1989 and is currently operating in 7 states: Arizona, California, Minnesota, New Mexico, Oklahoma, South Dakota and Wisconsin. Although we are an Indian Organization, this program is offered to individuals from all ethnic groups who meet the eligibility criteria.
The purpose of SCSEP is:
- To provide meaningful part-time work experience in community services
- To provide opportunities to transition to unsubsidized jobs in private industry or public sector
- Unsubsidized employment
Eligibility criteria for participation on SCSEP is:
- Must be 55 years or older
- Must not exceed low-income guidelines
- Must be a resident of the state you are applying to
- Must not have worked in the last 7 days
Types of Community Service are quite varied, depending on the skill level of the individual and the needs of the local communities. Some examples are:
- Teachers Aides
- Literacy Aides
- Office Clerks
- Cook’s Aides
- Library Aides
- Day Care Workers
- Maintenance Workers

- Job-related Counseling
- Limited classroom training
- On the job training while earning wages at Federal or State minimum wage rate for 20 hours per week
